Members of the Makabayan bloc  in the Lower House feel their splitup from  President Duterte is but a formality as they claim that the Chief Executive is slipping into a dictatorship.

In Its weekly press conference, the lawmakers cited that the reasons for their alliance with the President are nearly gone, such as the peace process and the appointment of comrades Judy Taguiwalo and Rafael Mariano to the cabinet—both of whom have been rejected by the Commission on Appointments composed of Duterte allies.

Bayan Muna Rep Carlos Zarate said, “malinaw na noon pa man malinaw yung naging batayan ng pakikipagtulungan pakikipagalyansa sa administrasyon ni pang duterte at ito ngang tinuran nating developments now practically he torpedoed the alliance with the left adniyan yung usapin ng tuloy pa rin all out war against mamayan after nawithdraw ang unilateral ceasefire in february at nag unleash ng all out war ang afp tuloy tuloy na counterinsurgency operations….

ACT Teachers Party List rep. Antonio Tinio said, “there is may distinction doon there is the makabayan bloc alliance with president duterte malinaw na inilatag sa simula nang duterte administration malinaw na nilatag ang basis tapos pinaliwanag ni cong zarate paano isa isang nawala naglaho ang basis na yun nakita pa natin the turn to the right in terms of yung fascist methods of rule so ejks sa war on drugs yung all out war counterisurgency including use of airtstrikes war in bangsamoro including declaration of martia law in mindanao tapos yung attacks on the use legal forms of harassment against critics. for example yung mga politicians who are in the opposition who are critical pinakauang example niyan if course senator de lima tapos ngayon nakikita natin moves to impeach the supreme court chief justice, threat to impeach the ombudsman threat na gawing zero ang budget ng CHR abolish outrgiht ang CHR humihigpit na alyansa ni Pang Duterte sa pamilya marcos including the suggestion of immunity in exchange for a negotiated settlement of the  wala na talagang basis patungo na sa pagputol”

Zarate however says the bloc still has to formally decide on its alliance with the president next week. “kami sa makabayan bloc ito ay kowalisyon this is not just the decision of one represnetative or one party sa darating na national executive council ay paguusapn namin ito we are inclined im personally inclined to already recommend di lang ireview kungdi kumalas sa alyansa kung wala nang pagbabasehan ang alyansang ito we act as a bloc since 2001 yan ang mekanismo namin dito sa loob ng kongreso walang pagbabago yan. tumtidinig ang makabayan bloc na independent”

Aside from differences over the peace process and  the release of the political prisoners, Makabayan also differs with the president on his war on drugs and his allies on the matter of impeaching certain officials and his raising the specter of a revolutionary government.

Zarate said they are not inclined to back the impeachment of the Supreme Court Chief Justice Maria Lourdes Sereno after the plenary referred the impeachment complaints against Supreme Sereno and Chairman  Andres Bautista to the Justice commitee for initial hearing.

Anakpawis Rep Ariel Casilao said, “we have to study first the contents we cannot just simply rely on news reports. if the ultimate objetcive of this impeachment complaint is to complete a dictatorial intetion of the govt we will never support we will oppose any attempt to complete the process of a dictatorship the elements are there the existing elements are alreday present our experiences in the past can refresh us can be our basis kaya nga the purpose of existing 3 independent branches of govt is for the sole purpose of checks and balances…if this pricniple of checks and balances are threatened…going towards the patth of authoritarianism and dictatorship we cannot allow that “

Tinio said, “nanggaling kay Pang Duterte mismo yan siya yung nagpahayag recently na kung gusto raw ng tunay na pagbabago kailangan daw revolutionary government  iabolish kongreso, institution centralize ang poder sa presidente ng isang revolutionary govt president duterte himself is floating the idea essentially of a dictatorial government.

kung pagbabatayan natin pattern usually may finofloat si pangulong duterte tinutuloy ganiyan ang nangyari sa declaration ng martial law sa mindanao a few months before pinapalutang na. were taking seriously these moves the udnermine the institutions and the individuals that are supposed to provide checks and balances on the powers of the executive”

Makabayan continued to slam the extra judicial killings under the administration even as they sought to defund the PNP’s 900M budget for Oplan Double Barrel Reloaded in the 2018 budget.

Casilao said, “ako po ay nagpanukala i manifested prior to the approval of the DILG the 900M budget allotted for oplan double barrel reloaded must be suspended or stricken off or zero. i manifested that kami nila tonchi kaninang madaling araw hopefully the collective wisdom of this house will take into serious cosnderation. habang nagpapatuloy yung budget na yan maraming kian maraming carl angelo pa po mangyayari. “

Gabriela Party List Rep. Arlene Brosas said,”sa dilg nagtala din tayo na di dapat yung double reloaded ay pondohan ng estado eto po ay kiling, pondo na killing spree dahil hanggang ngayon po sa mga tanong natin kaugnay sa data ng mga natokhang data ng mga ejks pawang iniiwasan po ang mga sagot sa atin walang mabigay sa atin na definite, di tayo dapat mag bibigay ng pondo o mag aalocate ng pondo na pumapatay sa mahihirap natin. alam natinna ang record ng administrasyong ito sa ngayon ay duguan.”

But while ending the alliance  with the president appears to be all but a formality,  the Makabayan bloc lawmakers are open to keeping their alliance with the President’s supermajority in the Lower House.

Tinio said, “may kaibahan yung alliance with the president and our situation in the House di ba sa majority im not saying whether or not we will remain in the majority  paguusapan yan ang punto lang hindi necessarily magkapareho yan”

Anakpawis Rep. Ariel Casilao said, “this is prolonging the inevitable. makabayan experienced for several congresses wala tayong alyansa sa presidente pero may alyansa sa loob ng house leadership . ang kaibahan with president digong we started with an alliance directly with the president it translated sa leadership ng house if ever the decision of makabayan to formally cut ties the alliance with president duterte if it will translate in its expression dito sa house leadership then understandable na yan kaya nga kailangan naming pagusapan.”
