The proposed Magna Carta for the poor gets a 2nd chance at becoming law under the Duterte Administration.

The House of Representatives approved House Bill 5811 on 3rd and Final reading Wednesday.

The Bill guarantees the following rights of the poor: Right to Adequate Food, Right to Decent Work, Right to Free Relevant and Quality Education, Right to Adequate Housing and the Right to Highest Attainable Standard of Mental and Physical Health.

The bill would also mandate the creation of a National Poverty Reduction Plan.

Funding the implementation of the Bill would be charged from the regular annual budgets of the DSWD, DOLE, TESDA, DEPED, CHED. NHA, DOH, Philhealth and Social Housing and Finance Corporation.

Donation’s to fund the implementation of projects under this law are exempt from the payment of Donor’s tax.

The Bill was initially passed under the Aquino Administration but was vetoed by President Aquino over funding requirements.
