Only 5 to 10% of the 200 thousand government employees who will be supposedly affected by the proposed rightsizing law will actually be affected.
This was revealed by House Appropriations Committee Chair Karlo Nograles at the start of the budget deliberations for 2018.
the 2018 budget already has a provision for the implementation of the proposed rightisizing law worth 10B, lodged in the Pension and Gratuity fund.
“yung rightsizing merong nakalaan din na pondo sa pension and gratuity fund may nakalagay na pondo in ase na yung rihtsizing bill maisabatas sa 2018 DBM has prepared for this sakali man na maisabatas rightsizing law sa 2018 may nakalaan na pondo. if im not mistaken its 10B under PGF para sa implementation ng rightsizing kungdi naman maenact into law di gagamitin ang pondo nakabudget lang sa PGF”
under the rightisizing law, a technical working group will recommend to a committee composed of the Budget Secretary, Executive Secretary, NEDA, Presidentrial Management Staff and the Civil Service Commission the positions that will be covered by the law which seems to trim down the breaucracy.

Nograles also says that those who will actually be covered will not be terminated. while they have the option to avail of separation packages, they can also opt to be included in a training pool that will train them for deployment to other positions.”hindi ito firing out mass lay off were just correcting the bureaucracy”
The House Already approved the proposed rightsizing law last week and is now awaiting action by the Senate.
Makabayan bloc lawmakers fear massive layoffs in government should the Rightsizing Bill become law. The House already approved the rightisizing bill which seeks to trim the bureaucracy and improve the delivery of government services. it will now wait for Senate action.

Ariel Casilao said, “if they wanted efficiency in delivery of govt service…. ang isang malaking contradictory or yung nagtatanong tayo bakit 100s of thousands ang unfilled positions ng govt posts meron na pong inisyal na epekto nang pinatupad ang rat plan, almost 800 ng DAR nationwide buti na lang pagpasok ni Sec Mariano naihabol pa.”
