If it were upto House Speaker Pantaleon Alvarez, martial law would be in effect over his native Mindanao until the President steps down in 2022. However he also allayed fears over expanding it nationwide.

Alvarez, who represents Davao del Norte’s 1st district, says this is to end the problems in Mindanao once and for all.”ah yes aka billing taga mindanao sinusuportahan ko yung martial law even until upto 2022 para lang matapos itong gulong ito. but i am not saying that it is the official position of the House of Representatives. what im saying is that is my position.”

Alvarez says Duterte’s current martial law declaration lapses on the day the President delivers his state of the nation address—the 60thday after it was declared. “ang position ko sinasabi ko ngayon pa lang without even talking to the executive branch as far as im concerned bilang isang taga Mindanao ang position ko diyan is to extend it until the end of the term of the president para matapos na yang gulo na yan. alam mo yung rebelyon kungdi nila naintindihan mahigit 40 years na yan hanggang ngayon di tapos o kahit sa Mindanao lang matapos na yan”

the Speaker However says the President has yet to discuss ther matter with Congress, which under the constitution must approve any extension. “hindi pa hindi pa hindi pa kami nagkikita malamang magkita kami sa 17. magrerequest. (lapse) sa SONA ang congress ngayon voting jointly ang magaapprove magsasabi kung ilang araw pwede magextend.”

Alvarez explained that the problem of rebellion in Mindanao is not limited to insurgency. “alam mo di lang naman kasi ISIS ang priublema diyan di lang yan ang rebelyon yung NPA ilang taon na yan rebelyon yan they want to oust the govt di ba rebelyon yan kaya sinasabi ko kung gusto ng pangulo na tapusin yung rebelyon eh bigyan natin siya ng hanggang end of the term imartial law natin yang Mindanao.”

Alvarez howevwer doesnt think martial law should be expanded nationwide. “ay hindi naman kasi masyadong nararamdaman dito yan eh. in fact lahat ng travel advisory talong talo kami. doon sa tourism dahil yung travel advisory palagi do not go to mindanao di tapusin natin gawin nating mapayapa yung Mindanao.”

as this developed, Alvarez expressed support for the rehabilitation of Mindanao, eyeing a possible supplemental budget or realignment of the current budget for Marawi. “una siguro pinakaimmediate kung magrequest ang executive branch magkaroon ng supplemental budget lo kaya relaignment ng budget pwede natin ioncosndier yan for maraw yung rehabilitation ng marawi pero yung iba pwede na yan iprogram for 2018 pwede natin yan pagusapan sa budget deliberation nitong coming august doon mag uumpisa ang budget deliberation.”

The Supreme Court upheld the declaration of martial law in Mindanao last week.

martial law was declared in mindanao towards the end of May to  curb the activities of the Maute terrorist group.
