House Speaker Pantaleon Alvarez tells martial law critics to shutup even as he dismissed talk of moves to get Congress to revoke the declaration of martial law in Mindanao.

in a press conference, Alvarez said, “pag di ka taga roon tiga rito ka o taga saan medyo tumahaimik ka na lang muna kasi concerned kami doon security namin iyon alam niyo di natinopwede ipikit mga mata natin  di lang sa mindanao kungdi sa buong mundo acts of terrorism  tayo naman yung ating pangulo merong mandato sa constitution  na protektahan yung publiko”

Albay Rep. Edcel Lagman and Akbayan Rep. Tom Villarin fought back the statement of the speaker. Villarin said, “is he a filipino all filipinos are entitled to talk about their concerns?”

Lagman said, “that statement is ill thought off.”

Alvarez pointed out that Mindanao congressmen are supportive of the declaration as they know better than everyone else what is needed there. “meron meron pinaprima ako eh di ko alam pakitanong mo kay cong maxi rodriguez siya nagpapairma kahapon.halos majority ng  mga mindanao congressmen nagpirma ng  ano supporting the declaration of martial law alam niyo kasi pag tiga doon ka mafefeel mo kailangan talaga at tama yung ginawa ng presidente “

as for the whole house issuing its sense on martial law, Alvarez said that will depend on the outcome of the Committee of the Whole Wednesday.  bukas pa kami na ka schedule ng committee of the whole kung saan  ay inimbitahan namin yung mga miyembro ng executive dept at  tignan natin tomorrow kung ano yung  mga  kung ano yung desisyon ng mayorya.”

Alvarez says the committee of the whole will allow lawmakers to ask questions. he himself was already satisfied by the explanation given to him during a cabinet meeting last week. “malinaw naman yung report ng ating pangulo pero siyempre  yung mga miyembro ng kamara merong ding mga katanungan  yung gustong magtanong itanong  para maliwanag. wala nakong tanong naitanong ko na  yun nung nagcabinet meeting sila sa davao”

Alvarez also saw nothing with having the declaration cover Mindanao when the conflict was in Marawi.”alam mo common sense na although sa marawi lang yung putukan, eh yung  terrorism laganap yan sa buong mindanao atsaka halimbawa tuloy tuloy ang bakbakan  tumakbo  yan sa kabilang probinsiya ibig sabihin magdeclare na naman yung presidente ng martial law doon sa kabilang probinsiya para namang gago yung presidnete mayat maya magdedeclare ng martial law para habulin yung terrorist na yun”

Alvarez dispelled calls for a joint session,  standing pat on his earlier pronouncement that a joint session can be called when the 60 day term of the proclamation is close to ending. Congress can review and vote on the matter when it wishes to revoke, or grant a request of the president to extend the declaration.  “pwede yan bago matapos yung 60 days posible yan (to extend na lang ) oo malinaw  sa constitution pag matapos yung 60 days at the instance of the president upon the request of the president  pwede siyang marequest ng extension  ngayon ang kongreso naman ay kailangan magkaroon ng jt session at pagbobotohan iyan  joint voting yan by majority of all the members  of congress”

ALvarez reiterated there really is no need to convene a joint session right now. “eh bakit namin kailangan magjoint session ngayon walang mandatong ganun sa constitusyon malinaw sa konstitusyon within 48 hours  after declaration of martial law the president  is mandated to submit a report to congress personally or in writing ang  sumunod doon pag halimbawa sabihin ng kongreso  ay di dapat magdeclare ng martial law so kailangan namin magconvene  joint session pero kung walang objection bakit tayo magcoconvene?”

Alvarez added that having a few members of congress file motions to revoke wont get congress to convene a joint session now. “oo pero di ibig sabihin magfile isang miymebro  2 miyembro kailangan magconvene kailangan majority. mayorya ang magdedecide kung kailangan magconvene  magdecide kami dito na magconvene majority  yung sa senado ganun din kasi kahit magdecde kami magconvene ayaw  ng senado walang mangyayari o magdecide ang senado ayaw rin namin eh wala ring mangyayari. anyway 60 days naman yan maiksi lang yung panahon 60 days. eh ano pang ang  dami lang kyaw kyaw karamihan ng nagrereklamo di naman taga mindanao.”

Alvarez also defended President Duterte’s pronouncement that he will only listen to the AFP and PNP regarding what he needs to do  with martial law. “wala naman nakalagay sa konstitusyon kailangan pakinggan ng pangulo yung kongreso. hindi teka muna tanungin mo yung presidente kung ako magpresidente sabihin ko di ako makikinig kasi ang dapat makinig kami. hindi yung presidente yung dapat makinig  basahin mo yung constitution ano sabi ng konstitutsyon yun presidente dapat magreport sa congress siyta magrereport kami makikinig alangan siya magrereport siya makikinig sa amin.  syempre mangaggalaing sa afp at sa pnp sila yung nasa ground sila yung nakakaaalam kung andon pa yung threat o wala na

Alvarez says he is open to extending the coverage of martial law past 60 days.”if necessary wala pa namang 60 days. pang ilang araw lang ngayon. o 6 days wala pa di pa natin masabi. wag muna natin pangunahan yung panahon di pa naman  nangyayari mahirap yung nagspeculate tayo.  saka tayo magdesisyon pag andoon na”

Alvarez also hit back at critics who slammed the House for being allegedly under the thumb of the President. “magcongressman na muna sila  alam mo ibig ba sabihin gaya niyan tama ginagawa ng presidnet pag sinabi naming tama siya subservient na kami napaka unfair naman na statement yan tignan natin objective ang stiwasyon  yung nagsasabi niyan punta kayo sa marawi  tignan niyo  para maramadaman niyo gaano kaalim ang prublema doon so far mga kasama sa opposition di naman natin we cannot expect na papabor sila.”

Alvarez also dispelled claims that majority lawmakers are hiding something thats why tomorrow’s committee of the whole is in executive session.”sila yung nagtatago. ano kailangan itago mo diyan wala ka namang maitatago “
