2 congressmen aired their grievances over the Civil Aeonautics Board’s inability to curb what they believe are predatory practices of airlines like high prices, delayed flights and planes that are not airworthy.
This as the House Committee on Transportation started a probe today on the grievances of Iloilo Rep. Ferjinel Biron and Leyte Rep Vicente Veloso.
Biron complained that on the day he had to fly to Iloilo because his mother had a stroke, his flight was delayed, and they were disallowed from using the tubes. “well the flight was delayed by more than 3 hours so it flew around 3 something. on that day it was raining. when we were instructed to board were so happy dumaan kami sa tube only to my suprise pagdating sa dulo all the passengers ere instructed to go down the tarmac nagtanong ako bakit di dumiretso sabi ng a certain personnel sir sira kasi ito tapos may karatula doon close for maintenance this has been he practice of cbeu pacific pinakanotorious dito cebu pacific you see senior citiziens you see parents carrying their children going down it was very slippery because yung ulan malakas. all of us have to go down lalakarin namin binigyan ka ng payong pagdatingsa eroplano aakyat naman lahat “
Biron recalls airline personnel he approached did not show any remorse. “when i approcahed the flight attendant i told the flight attendant bakit niyo ginagawa ito? flight attendant was never sorry about it she was never remorseful you see the attitude of these airlines”
Veloso meantime recalls that a plane he took had a leaky roof.”march 29 sumakay ako PAL tacloban Manila pagtake off all of a sudden biglang tumulo yung row 1A ang tagal ng tulo in fact nakarecord ito dito incident report took about 12 minutes paano nangyari na ang ulan papasok sa eroplano eh hindi naman ito jeepney pangalawa before that merong flight ako from Tacloban to Manila i missed the committee hearing bakit early morning yung flight ko kasi hindi maisara yung pintuan sa likod what i had to do aantayin pa nila yung mehcanic from cebu by the time dumating kami dito and also simpleng bagay di maaddress ng PAL”
veloso also points out a possible reason for delayed flights.” kasi in tacloban we have several flights for PAL and CebuPAc dumarating yan sila in a matter of minutes interval dahil sa competition na yan natural ang mangyayari ang nauuna pagdating sa NAIA magkasunod naman nagkakaroon ng domino effect bakit hindi maschedule ang flights kung aalis halimbawa ang cebu pacific ng 7 bakit di pwede 9 ang PAL cebu pacific to my mind has 4-5 flights a day PAL has 3-4 meron pang air asia. “
Carmelo Arcilla, CAB Executive Director, However argues that the airline industry is deregulated. “we try to harmonize RA 776 with EO219 there was a window provided by 776 that corresponds with provision in 219 that says domestic air transportation should be deregulated this reguialtion would only apply to routes with at least 2 operators route operated by a single operator shall continue to be regulated the CAB has ceased tod etermine the rates by fixing the rates aviation has become so complicated and because of this thrust to deregulation. in effect we stopped computing fares we adopt the fares suggested by airlines but we compare the fares to previous fares we compare routes we compare also with foreign destinations in other words we exercise oversight of this impositions but we do not compute admittedly we do not anymore make the computations. we review how did you come up with this.”
